However, this could also arise from simple contact information being exposed where criminals could then contact the victim and try to pass themselves off as a legitimate organisation.

This has happened in the wake of data breaches. After the 2015 TalkTalk cyberattack, a number of customers who were involved in the data breach reported that they had received calls from scammers claiming to be TalkTalk. Some fell victim to fraud because the scammers had personal information including legitimate account details for their TalkTalk account. As such, some victims genuinely thought that they were speaking to TalkTalk and, unfortunately, allowed the criminals access to computers and online bank accounts.

If you take this example, it could be simple for the scammers and criminals to contact victims to try to pass themselves off as a credit card company. They may ask victims to verify certain information, or ask them to go to a legitimate-looking copycat website. In fact, victims could be directed to copycat websites through phishing and scam emails. All that needs to happen is for the victim to provide legitimate credit card information and the criminals could then abuse this data to scam them and commit fraud.

How this could stem from the Virgin Media data leak

We often say that there is no such thing as a small and simple data breach where there is no risk at all to the victims.
